MMS does not send through a data connection.
It sends through a cellular connection.
And for some reason, while using T-Mobile, and connected to wifi, with wifi calling enabled, MMS does not automatically send with the default T-Mobile APN setting.
If you are on Android, in my experience you can create your own APN..
